As a Ph.D. in cilia-related diseases, I can tell you that cilia are projections off of cells in organisms that function as sensory organelles or as mechanical devices in moving fluid, debris. Cilia are sensors when they are non-motile, and their role varies depending on the tissue and cell they are located on.

There are two kinds of cilia - those that are used for locomotion and those that are not. Cilia are microscopic hair-like structures that are present on some cells. A common place to find cilia is in your lungs. The cilia sweep away particles including dust and germs. Some organisms actually use their cilia to propel themselves around the world.
